Integrity Circle. Every year, DILG7 regional and sub-regional offices conduct integrity development activities in pursuance of Executive Order No. 319 dated April 3, 1996, which mandates the institutionalization of the Moral Recovery Program in all government agencies and government owned and controlled corporations through the establishment of Integrity Circles (IC).
Regional Management believes that coming together to openly discuss how to make government service more responsive and effective is a vital step in enabling all personnel to work efficiently and effectively by putting into practice the values and principles of honesty, simplicity and professionalism. Holding the activity further develops a good working relationship among employees and promotes the spirit of cooperation, teamwork and unity.
In CY 2005, DILG7 organized Bayanihan Centers (BCs) under the DILG’s Bayanihan Savings Replication Project (BSRP) as the nucleus of the DILG-7 Integrity Circles. In charge of organizing and planning activities that necessarily enhance values formation among the employees, the BCs are functional and are engaged in various ventures.
Policy on monitoring the attendance of all field officers. An initiative to help improve and enhance regional and provincial operations and performance.
Field officers are instructed to use or avail of the existing means of attendance monitoring in their respective LGU assignments, i.e. log book, bundy clock, biometric machines.
Observance of office policies. Personnel secure pass slips for official and personal purposes with proper approval from the Regional Director. Every employee is entitled to pass slips for a total of 4 hours per week.
Personnel are issued Memorandum for tardiness in reporting to office regardless of the number of minutes.
Personnel section monitors daily office attendance of employees (tardiness and absences).
Permission to be absent for vacation purposes must be first secured from the RD. Memoranda are also issued for unauthorized leave of absence. |
