Personnel Development

Conduct of Monday Convocations. D ILG7 institutionalized the conduct of regular convocation every Monday, the activity that serves as an avenue for the management and employees to interact on matters concerning office operations and management. It provides open communication between the regional management and the employees. It is an opportunity for RO personnel, technical and administrative, to develop and improve skills in public speaking.

Part of the Monday activity is an information sharing in a form of a “talk show” wherein an employee, assigned in a particular schedule, interviews co-employees as guests and presents personal views on certain topics i.e. social, political issues that may interest the rest of the employees. Legal opinions concerning local governance matters are also shared by the DILG7 Legal Officer.

On top of the usual program format is a rendition by the regional TACT Teams of program updates or orientation-briefing on program implementation.

Perfect Attendance. DILG7 recognizes the regional office personnel who have not posted in their records vacation leave, sick leave, under-time, personal pass slips for personal reasons and have not incurred tardiness within a quarter. Awardees receive certificate of recognition and P300 cash.

Cultural Development. Since its reorganization in CY 2008, the DILG7 Chorale has continued to perform in various official functions, and has gained recognition within the government circle due to guest performances in

various inter-agency functions.

Showcase of Talents. Regional Office divisions and sections take turns in providing entertaining production numbers once every quarter to showcase homegrown talents.

Integrity Circle. Every year, DILG7 regional and sub-regional offices conduct integrity development activities in pursuance of Executive Order No. 319 dated April 3, 1996, which mandates the institutionalization of the Moral Recovery Program in all government agencies and government owned and controlled corporations through the establishment of Integrity Circles (IC).

Regional Management believes that coming together to openly discuss how to make government service more responsive and effective is a vital step in enabling all personnel to work efficiently and effectively by putting into practice the values and principles of honesty, simplicity and professionalism. Holding the activity further develops a good working relationship among employees and promotes the spirit of cooperation, teamwork and unity.

In CY 2005, DILG7 organized Bayanihan Centers (BCs) under the DILG’s Bayanihan Savings Replication Project (BSRP) as the nucleus of the DILG-7 Integrity Circles. In charge of organizing and planning activities that necessarily enhance values formation among the employees, the BCs are functional and are engaged in various ventures.
