The Department Medium Term Development Plan (MTDP) and the priority agenda of the SILG are the primary bases in crafting the DILG Operations Plan and Budget (OPB) for FY 2011.
The Projects and activities of each operating unit shall, therefore, be geared towards the attainment of the performance targets of the Department’s MTDP and of the SILG’s priority agenda. |

This is in line with the Department’s mandate to develop the capabilities of local government units by helping newly elected officials prepare for their duties and responsibilities and define their development roadmaps.
The program is divided into four components that will be implemented by the DILG through the LGA, the bureaus, and the Local Governance Resource Centers (LGRCs) of the DILG Regional Offices, in partnership with the Philippines Development Forum and the Leagues of Local Governments.

The Barangay NEO Program is a continuing capacity development program for barangay officials that aims to:
- Enhance the proficiency of barangay officials in performing their mandated tasks and responsibilities;
- Equip them with the necessary tools and practices in running the day to day affairs of the barangay

The program commemorates the 20 th anniversary of local autonomy in the Philippines through the conduct of year-long series of local governance-related activities that are held and participated by national government agencies (NGAs), local government units (LGUs), the private sector, non-governmental organizations (NGOs), civil society organization (CSOs), the academe, the media, etc. |

Full Disclosure Policy |

Comprehensive and Unified Response to Eliminate (CURE) Red Tape in Local Governments Program |
The program monitors LGU compliance to DILG Memorandum Circular No. 2010-88 re Full Disclosure of Local Budget and Finances.
Full disclosure policy requires local government units to post their budgets and finances, and bids and public offerings in government websites, newspapers of general circulation, and in other conspicuous and appropriate places.
Adherence to the policy is now compulsory, as provided by Section 90 of Republic Act 10147 or the General Appropriations Act of 2011.

This program is in response to the President’s call to strengthen government actions in curbing graft and corrupt practices through advocacy, technical assistance and monitoring of LGU compliance to the ARTP Act.
The ARTA Law requires all government offices and LGUs to formulate a Citizen’s Charter. The Citizen’s Charter is a document that contains relevant information on the frontline services and goods provided by LGUs to its citizens and serves as the standard of their delivery of these services and goods to the public. Said Charter will guide citizens on how to quickly avail of these frontline government services at the community level. |

Community-Based Monitoring System (CBMS) |
LGPMS is a self-assessment, management and development tool that enables local governments to determine their capabilities & limitations in the delivery of essential public services along the 5 performance areas, namely: Social, Economic, Environmental, Administration and Governance areas. It provides benchmark data that can be utilized for program prioritization, policy formulation and policy direction for development purposes of LGUs. Generally, it enables LGUs to determine their state of performance and state of development, using governance and development indicators.

The CBMS is an organized way of collecting information at the local level for use of local government units, national government agencies, non-government organizations, civil society and development partner agencies for planning, program implementation and monitoring.
It is a tool intended for improved governance and greater transparency and accountability in resource allocation. The tool promotes evidence-based decision making. It involves the participation of various stakeholders at each geopolitical level |

Seal of Good Housekeeping |

Performance Challenge Fund |
The Seal of Good Housekeeping for LGUs is in line with the Department's commitment to aggressively scale up interventions to elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status.
It aims to recognize LGUs with good performance in internal housekeeping focusing in four areas, namely: (1) Good Planning; (2) Sound Fiscal Management; (3) Transparency and Accountability; and (4) Valuing of Performance Information.
LGUs with the Seal of Good Housekeeping will be entitled to the Performance Challenge Fund for LGUs.

This awards program aims to stimulate LGUs to put premium on performance in order to avail themselves of the financial package that they could use to jumpstart and sustain local development initiatives that are aligned to the Millennium Development Goals.
Specifically, it is an incentive fund to qualified LGUs which comes in the form of counterpart funding for Local Development Projects under the LGU Annual Investment Program (AIP) and funded out of the 20% Development Fund which are consistent with the national development.

This is an annual search for outstanding Lupong Tagapamayapa which demonstrates efficiency and effectiveness in securing the objectives of the KP Law by settling or resolving disputes of brgy constituents through mediation, conciliation and arbitration. Seen effective in administering justice in the grassroots, this alternative mode of settling disputes help decongest court dockets.

An innovative program of the DILG-7, the annual Search for the Ten Outstanding Barangay Officials of the Year (TOBOY) is designed to give recognition to barangay officials of Region 7 who have shown exemplary performance in the discharge of their functions.

GO-FAR is a facility designed to assist LGU's in building their capacities by providing them the opportunity to improve local governance along the areas of development planning, fiscal administration, accountability and service delivery through replicating good practices that are participatory, innovative and sustainable.

In line with the call for LGUs to take the lead on disaster risk reduction and climate change adaptation, all 136 LGUs in Central Visayas will be provided with orientation / technical assistance on Comprehensive Development Plan (CDP) Formulation and Mainstreaming the Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) in the CDP Process. |

Streamlining of Business Permits and Licensing System (BPLS) |

Local Government Support Program for Local Economic Development (LGSP-LED) |
The program aims to streamline the processing of business permits and licensing in priority LGUs nationwide and develop the capacities of LGUs to effectively conduct the BPLS streamlining.
|

It is an 8-year collaborative project of the Governments of Canada and the Philippines that will support the DILG and other relevant national agencies in creating enabling conditions for decentralization and improving policies, laws, programs and operations to enhance local governance and economic development.

The Millennium Development Goals (MDG) Fund finances projects that clearly contribute to the attainment of any or all of MDG Goals 1-7 such as those on health, poverty reduction, water sanitation, education and other socio-economic projects.
The Special Local Roads Fund (SLRF) Program is intended for the rehabilitation of roads in the countryside. In Region 7, SLRF implements of roads projects in the 4 provinces and 12 cities.
