Search for Best LGUs in Planning and Budgeting
The DILG-7, in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH or GIZ Decentralization Program (GIZ-DP), have come up with the Search for Best LGUs in Planning and Budgeting, an Incentive Program for effective harmonization of local planning and budgeting.

The Search intends to give recognition to LGUs that demonstrate exemplary performance in local governance in the areas of planning and budgeting. It aims to motivate LGUs to formulate responsive development plans with approved budget and bring out the best in local development planning and budgeting among LGUs in Region VII.

The undertaking is in pursuit of Joint Memorandum Circular (JMC) No. 001 s. 2007 which highlights the procedure for provincial-city/municipal complementation, outlines the strategies to ensure consistency in local planning, investment programming, budgeting, expenditure, management and revenue generation, and specifies the venues where the interface of government agencies and local government units in planning would take place.

The following are the specific objectives of the Search:

  • To give recognition to LGUs that have shown exemplary performance in planning and budgeting;
  • To help LGUs improve governance and service delivery; and,
  • To strengthen collaboration between and among partner agencies and stakeholders in pursuit of improved local planning and budgeting.

The following are the Expected Outcomes:

  • Promotion of transparency and accountability;
  • Institutionalization of participative local planning and budgeting processes;
  • Promotion of multi-stakeholder participation in planning and budgeting;
  • Mainstreamed the sectoral and thematic plans;
  • Identification of LGU models in planning and budgeting and benchmark good practices;
  • Replication of the search process in other regions of the good practices and models in local planning and budgeting

More than the opportunity to be recognized with their initiatives in complying with the provisions of the Rationalized Planning and Budgeting, joining the Search provides the LGUs the venue to share their good practices in planning and budgeting. It also offers a way to learn the best practices from others. Documenting LGU’s planning and budgeting experiences allows them to examine, reflect and assess their planning and budgeting structures and processes. This makes LGUs conscious of their performance and puts them in a better position to improve further.

Improved performance will mean responsive planning and budgeting. A responsive plan and budget will surely have an impact on LGUs’ delivery of basic services and facilities as well as on the promotion of transparency and accountability. It is hoped that through the Search, it will bring out the best in local development planning and budgeting among LGUs in Region VII.

The Search is an opportunity for every LGU to inform the constituents of their good practices in terms of responsive planning and budgeting .

Award Categories:

  • Category A – Highly Urbanized Cities
  • Category B- Component Cities
  • Category C – 1st to 3rd class Municipalities
  • Category D – 4th to 6th class Municipalities

Prior to 2012, there shall be a regional pre-search recognition of cities and municipalities that have current Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP). The recognition shall be done on December, 2011. It shall be based on the certification issued by the Local Planning and Development Coordinator.

The pre-search recognition shall be as follows:

  • Golden Recognition for cities and municipalities with current CLUP and CDP
  • Silver Recognition for cities and municipalities with current CLUP or CDP

Eligibility Criteria:

The search is open to all Cities and Municipalities in Central Visayas (Region VII) that are fully compliant to the Full Disclosure Policy (MC 2010- 083 and MC 2011-08) and whose average index is not less than 4 in the Seal of Good Housekeeping. They must have prepared documents and records, as follows:

  • Current Comprehensive Land Use Plan (CLUP);
  • Approved Comprehensive Development Plan (CDP);
  • Approved Local Development and Investment Plan (LDIP);
  • Approved Annual Investment Plan (AIP); and
  • Approved Annual Budget
